The Ulaanbaatar Technical Dialogue is the first event in the ‘Antalya Dialogue Series’—a series of country-led technical dialogues convened by the Türkiye COP31 Presidency, the G20 Global Land Initiative and the ENACT Partnership in the lead-up to UNFCCC COP31 as part of the COP31 Action Agenda Preparatory Workshops.
Building on the outcomes of the Strategic Antalya Dialogues held in May 2026, the series aims to move the conversation on Rio Convention synergies from commitments to implementation by identifying practical, country-led actions that strengthen coordination across climate, biodiversity and land agendas.
Hosted during UNCCD COP17, the Ulaanbaatar Dialogue will focus on the theme “Land as the Common Ground,” exploring how land restoration, sustainable land management, drought resilience and Nature-based Solutions (NbS) can serve as practical entry points for integrated implementation of the three Rio Conventions. Bringing together government representatives, technical partners, international organisations and Rio Convention initiatives, the dialogue will examine how countries are already advancing integrated approaches, identify implementation gaps and explore how existing partnerships, technical expertise and financing mechanisms can better support national priorities.
The dialogue will contribute to a series of recommendations that will be refined through subsequent Technical Dialogues at CBD COP17 in Yerevan and UNFCCC COP31 in Antalya, helping shape the proposed Rio Synergies Action Group and supporting country-led announcements at COP31.
The dialogue aims to:
- Showcase practical country experiences in implementing integrated approaches through land restoration and Nature-based Solutions.
- Identify implementation gaps and opportunities to strengthen country-led action across the Rio Conventions.
- Foster collaboration between governments, COP Presidencies and technical partners to improve coordination and policy coherence.
- Exchange knowledge on existing tools, partnerships and support mechanisms that can accelerate integrated implementation.
- Develop initial recommendations that will inform the subsequent dialogues in the Antalya Dialogue Series and contribute to the Rio Synergies Action Group at COP31.
