About the ENACT Partnership

Our History
At the Sharm el-Sheikh 27th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC COP27) in December 2022, the Egyptian COP Presidency launched the ENACT Partnership: ‘Enhancing Nature-based Solutions for an Accelerated Climate Transformation’. This ambitious partnership, developed in collaboration with the Government of Germany and International Union for Conservation of Nature (IUCN), established a global coalition of state and non-state actors to address the gaps in coherence and collaboration in promoting and implementing NbS for climate change.
To devise the Partnership, 59 state and non-state representatives were convened to co-design its vision and scope, and to develop clear and purposeful action-based targets to guide strategy and track progress. It was agreed that ENACT should aim to accelerate efforts to address the climate, biodiversity and land degradation crises jointly by setting a common action agenda on Nature-based Solutions (NbS). Furthermore, with the aim of driving resources and action, participants agreed that ENACT should set goals focused on accelerating implementation and finance towards the achievement of existing targets across the UNFCCC and Convention on Biological Diversity (CBD) frameworks, rather than call for new pledges or commitments.
Therefore, ENACT is designed as an enabler and accelerator of progress towards multilaterally established global targets including the UN Decade on Restoration, the Kunming-Montreal Global Biodiversity Framework (GBF) adopted under the CBD (2022), the Paris Agreement under the UNFCCC (2015), and the G20 Global Initiative on Land Degradation under the UN Convention to Combat Desertification (UNCCD) (1994).
Governance
Core Group (Egypt, Germany & IUCN)
Oversee operational decisions, ensure alignment with ENACT’s goals, and maintain day-to-day coordination.
Partners
Body comprising representation from all Partners to discuss Partnership advancement, provide feedback and support strategic objectives.
ENACT Board
A ministerial-level entity responsible for high-level approvals and strategic oversight.
Role of the ENACT Partnership
- Bring coherence to and strengthen collaboration between existing partnerships and initiatives working on different areas of NbS.
- Amplify and support accelerated implementation of current and new partners’ NbS commitments through documenting, profiling, and promoting promising practices and success stories as well as challenges to be overcome.
- Facilitate NbS policy dialogue to inform negotiations across the Rio Conventions.
- Build a united, collective narrative of the global value and impact of NbS, including through the publication of a State of Nature-based Solutions report for the COP Presidencies.
Impact
High-level Convening
A high-level and high-ambition network of state and non-state actors to shape the global NbS for climate change agenda across the Rio Conventions.
Knowledge Leadership
Provision of ENACT knowledge products, including State of NbS reports and discussion papers, detailing progress on elevating the global NbS for climate change agenda and highlighting ENACT Partners’ success in advancing NbS.
Policy & Monitoring
An open-access platform for tracking progress toward NbS goals and providing guidance on evidence-based policy on NbS for climate change, land degradation, and biodiversity loss.
